Manufactured for Dell as their part number 8W007-A01 these are NEW AND UNUSED CD-RW / DVD ROM Combi drive.
That is to say they read CD's, write CD's, re-write CD's and read DVD's.
They are brand new and unused, removed from laptops which were supplied to the ministry of defence, before issue (MOD computers are often only allowed to be readable - not allowed to have any data writing capability) - which is why they were removed.
