These were manufactured by top antenna maker Sigma to commercial specifications as their part number CR420H/TM/FME. We used to sell them years ago, they were very popular and we just came across another lost box full...
They are an excellent quality small whip antenna with an extremely strong magnetic base - far stronger than many similar sized mag mounts I have come across.
They are specified as 430 - 450Mhz so perfect for the Amateur 70cm band.
The whip is connects to the mag mount by a grub screw tightening onto the mag mount, and is 18.5cm long including the grub screw base part.(thats about 7.25 inches in old money).
The magnetic base is 95mm diameter with a nice quality soft neoprene rubber boot, and fitted with a long length - 5m - of best quality URM76 coax. The cable terminates in an odd commercial coax connector which you will cut off to fit whatever connection is needed.
